According to him, the document includes a provision that strengthens the role of international experts in the selection of judges. Specifically, if the Consultative Group of Experts cannot make a decision due to an equal number of votes “for” and “against,” a repeat vote is conducted. In the case of an equal number of votes “for” and “against” during such a repeat vote, the votes of three members of the Consultative Group of Experts, at least two of whom are proposed by international organizations or the European Commission for Democracy through Law (“Venice Commission”), are decisive. The bill was adopted in the first reading on June 12.
