Four torture chambers discovered in Kherson city

“The officers of the prosecutor’s office of Kherson region, together with police officers and experts, inspected four buildings where the occupiers unlawfully detained people and brutally tortured them during the occupation of the city,” the Prosecutor General’s Office posted on Facebook.

According to the investigation files, the Russian military and representatives of the special services of the Russian Federation set up pseudo-law enforcement agencies in the captured buildings of Kherson pre-trial detention center, temporary detention center, and one of the district police departments.

This is evidenced by the discovered documents, including the so-called official ID cards of representatives of the occupying power’s police, shift schedules, signs reading “duty unit”, “investigation office”, “criminal investigation”.

Parts of rubber batons, a wooden bat, a device used by the Russians to torture civilians with electric shocks, an incandescent lamp and bullets from the walls were recovered. People in cells and basements were subjected to various methods of torture, physical and psychological violence.

While conducting investigative actions with the assistance of a victim in the basement of one of the office buildings, where the invaders had set up a torture chamber, the law enforcement officers discovered part of a metal-plastic pipe, handcuffs and other things.

All the Russian torture victims are being identified. A pre-trial investigation is ongoing as part of criminal proceedings over the violation of the laws and customs of war (Part 1 of Article 438 of the Criminal Code of Ukraine).

The law enforcement officers continue establishing the locations of torture chambers and sites of unlawful detention, gathering evidence to bring the Russian military to justice.
