Social scientists report that from May 2022 to May 2023, the situation remained relatively stable, with around 8-10% of respondents willing to consider territorial concessions and a consistent majority of 82-87% opposing any concessions. However, after May 2023, there is a gradual increase in the percentage of those open to territorial concessions, rising from 10% in May to 14% in October and reaching 19% in December. Concurrently, there is a tendency for the percentage of those against territorial concessions to decrease (from 84% in May to 80% in October and 74% in December). Nevertheless, a clear majority of Ukrainians still believe that Ukraine should not abandon any of its territories, according to KIIS.
Survey data indicates that respondents supporting territorial concessions are more pessimistic in their views, with 22% believing that Russia is too strong and that even Western assistance won’t help. However, the majority (71%) of those willing to consider territorial concessions believe that, with proper Western support, Ukraine can achieve success.
Among those opposed to territorial concessions, 93% are confident in success with proper Western support.
Anton Hrushetsky, the Executive Director of KMIS, commented on the survey results on KYIV24, stating, “The glass is half full. Not everything turned out as desired. However, Ukrainians maintain optimism and faith in the future. While some people do feel psychologically broken, tired, and believe it’s time to end the war, the absolute majority in all regions of Ukraine persistently hold the opinion that Ukraine should continue the fight. This is a good indicator for ourselves and an indicator for our Western partners.”
