The UN has recognized that the rocket strike on the village of Hroza, where more than 50 civilians were killed, was carried out by Russia

This information is included in the UN report, which is based on data collected and verified by experts from the Monitoring Mission on Human Rights in Ukraine. They visited Hroza twice to inspect the site of the strike and interviewed 35 individuals, including local residents, witnesses, two survivors, medical personnel, and morgue workers.

The UN emphasizes that there were no signs of military presence or military objects in the cafe during the rocket strike, and there were no military targets nearby. The victims, including 36 women, 22 men, and an eight-year-old boy, were civilians who had come to pay their respects to a Ukrainian Armed Forces serviceman.

The UN report states that the Russian Armed Forces “either did not do everything possible to ensure that the target was military or deliberately targeted civilian objects”. In either scenario, this constitutes a violation of international humanitarian law, so the UN calls on Russia to conduct a “full and transparent investigation” to hold those responsible accountable.

Russian Strike on Hroza: Details

On October 5, Russian military forces shelled the village of Hroza in the Kupiansk district of the Kharkiv region. The direct hit struck a cafe-shop where people had gathered for a memorial service for a serviceman.

It is known that there were approximately 60 people in the cafe at the time of the strike. On the same evening, rescuers finished clearing the debris of the local cafe and shop in the village of Hroza in the Kharkiv region. At that point, only 35 of the deceased individuals could be identified. The remaining bodies were taken to the morgue.

On October 11, the Ukrainian Security Service (SBU) identified two individuals who had played a role in adjusting the Russian missile strike on the Hroza village cafe on October 5. Starting in early October, both individuals began gathering information about the planned burial of a fallen Ukrainian defender in Hroza. At the same time, they understood that as a result of the enemy attack, innocent civilians, including those providing information, would certainly be killed.
