The employees of the State Bureau of Investigations have completed the investigation into the case involving the former leadership of Ukraine for organizing the dispersal and shootings of participants of the protest on Maidan from February 18 to 20, 2014. Indictments have been sent to court against the former President of Ukraine and nine former high-ranking officials.
According to the investigation’s findings, the former President of Ukraine, with the aim of unlawfully obstructing the organization and conduct of rallies in support of the Association Agreement with the EU, incited representatives of an aggressor state and created an organized criminal group.
This group included the former Minister of Internal Affairs, the Minister of Defense, the head of the Security Service of Ukraine (SSU), the commander of the Internal Troops of the Ministry of Internal Affairs, the chief of the Main Directorate of the Ministry of Internal Affairs in Kyiv, the commander of the “Berkut” special police unit, and other high-ranking officials.
It has been established that these individuals issued orders for the use of force against demonstrators in the city center from February 18 to 20, 2014. At the same time, law enforcement officers, without proper justification and in violation of the current legislation, used special means, military equipment, and firearms against the protesters, including illegally supplied from the Russian Federation for the purpose of opposing the protests.
Additionally, officials organized the storming of Maidan under the guise of an “anti-terrorist operation”, and on the morning of February 20, 2014, they ordered the members of the “Berkut” special unit to shoot at the “Maidan” activists.
“The investigation has found that the former President of Ukraine, with the aim of unlawfully obstructing the organization and conduct of rallies in support of the Association Agreement with the EU, incited representatives of an aggressor state and created an organized criminal group”, as reported by the DBR.
The actions of the current defendants led to mass casualties among the participants of the protest. 67 civilians were killed, 887 people were injured, and 132 law enforcement officers were affected.
Some of the individuals involved are currently hiding in the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol. They will be arrested and handed over to the court immediately after the liberation of these territories by the Armed Forces of Ukraine.
