He expressed this opinion in an interview with the “KYIV24” TV channel.
The draft law proposes that the term of service for military conscripts during mobilization should be three years.
“In my opinion, the draft law on mobilization in this form should not be accepted. My main objection is the term of service. On the one hand, it’s good because, in March, I submitted a draft law for an 18-month service term. In May, Zelensky responded to a petition under the draft law, stating that there can be no demobilization during the war. I believed that this was a very wrong position. Now the government proposes to determine the term of service, but for a full three years, which, in my opinion, is too much. An appropriate term is 18 months, followed by the replacement of the serviceman. If a serviceman is tired and wants to return home, he should have that right”, said Honcharenko.
He also called on the government to develop a demobilization plan so that conscripts would know when they could return home.
“I propose that the government develop a demobilization plan so that conscripts know when they can return home. This is very important for the moral and psychological state of our military. If they do not know when they can return home, it negatively affects their work”, added Honcharenko.
On December 25, the Cabinet of Ministers of Ukraine submitted a draft law to the Verkhovna Rada on improving certain aspects of mobilization, specifically military registration and the process of military service.
The draft law includes provisions such as changing the conscription age from 27 to 25 years, improving the procedure for military registration of conscripts, providing additional leave for released prisoners of war, and introducing a 3-month basic military training for all citizens aged 18 to 25. Additionally, the draft proposes measures to engage administrative service centers, employment centers, and recruiting centers in military service recruitment.
It’s worth noting that Defense Minister Rustem Umierov stated that full demobilization for servicemen would only be possible after the end of the war. On December 19, during a press conference on the year’s results, President Volodymyr Zelensky announced the military command’s need for an additional mobilization of around 400,000 to 500,000 people.
