This was reported by the representative of the Cabinet of Ministers in the Verkhovna Rada, Taras Melnychuk.
The Cabinet of Ministers of Ukraine, as the subject of legislative initiative, has registered in the Verkhovna Rada of Ukraine the draft law “On Amendments to Some Legislative Acts of Ukraine Regarding the Improvement of Certain Issues of Mobilization, Military Registration, and Military Service.”
The draft law includes provisions for:
- Changing the conscription age from 27 to 25 years.
- Improving the procedure for military registration of conscripts, military servicemen, and reservists.
- Providing an opportunity for servicemen released from captivity to rest and undergo recovery by granting them additional leave with the preservation of financial support for a period of 90 calendar days.
- Establishing that military obligation does not apply to individuals who have been released from military service and have undergone military service during the state of martial law for two years from the date of release. Such individuals may be called up for military service during this period with their consent.
- Excluding the conclusion of military medical commissions on limited fitness for military service from the list of conclusions.
- Abolishing conscription military service as a type of military service and releasing all conscripts into the reserve.
- Introducing a basic military training program of up to 3 months for all citizens of Ukraine aged 18 to 25 at all educational institutions.
- Imposing restrictions on the rights of citizens of Ukraine who evade military registration and military service.
- Involving administrative service centers, employment centers, and recruiting centers in recruiting activities for military service.
Additionally, the draft proposes that a summons for a call to the territorial recruitment and social support center be sent to citizens through the electronic account of the conscript, military serviceman, or reservist or via email.
It’s worth noting that Defense Minister Rustem Umierov stated that full demobilization for servicemen would only be possible after the end of the war.
