Zelensky has approved the list of negotiators on security guarantees for Ukraine

This decision is outlined in an official decree published on the president’s official website.

The decree mentions the establishment of a Ukrainian delegation “to participate in negotiations on the development and preparation of bilateral and multilateral international agreements between Ukraine and other states on security guarantees” for Ukraine.

The composition of the delegation includes:

• Andriy Yermak – Head of the Office of the President of Ukraine, head of the delegation;
• Kyrylo Budanov – Chief of the Main Intelligence Directorate of the Ministry of Defense of Ukraine;
• Ihor Zhovkva – Deputy Head of the Office of the President of Ukraine;
• Oleksandr Kamyshin – Minister for Strategic Industries of Ukraine;
• Anton Korynevych – Special Envoy of the Ministry of Foreign Affairs of Ukraine;
• Oleksandr Lytvynenko – Head of the Foreign Intelligence Service of Ukraine;
• Vasyl Maliuk – Head of the Security Service of Ukraine;
• Roman Mashovets – Deputy Head of the Office of the President of Ukraine;
• Iryna Mudra – Deputy Minister of Justice of Ukraine;
• Oleksandr Pavliuk – First Deputy Minister of Defense of Ukraine;
• Mykola Tochytskyi – Deputy Minister of Foreign Affairs of Ukraine;
• Rustem Umırov – Minister of Defense of Ukraine;
• Ihor Fomenko – Deputy Minister of Economy of Ukraine;
• Ihor Baranetskyi – Deputy Head of the Euro-Atlantic Integration and International Security Department of the Office of the President of Ukraine;
• Hennadii Kovalenko – Director of the Department of International Defense Cooperation of the Ministry of Defense of Ukraine;
• Vitalii Martyniuk – Deputy Head of the Department, Head of the Strategic Analysis Division of the Department of National Security and Defense of the Office of the President of Ukraine.

The delegation is tasked with participating in negotiations to develop bilateral and multilateral international agreements between Ukraine and other states regarding security guarantees. The directives of the Ukrainian delegation for negotiations are classified.

It’s worth noting that consultations on collective security guarantees for Ukraine, as part of a joint declaration by the G7 in support of Ukraine, began on December 4. The discussions involved the Head of the Presidential Office Ihor Zhovkva and the Secretary-General of the European External Action Service for Peace, Security, and Defense Charles Fries.

On December 11, EU foreign ministers discussed security guarantees for Ukraine, and various options will be brought to the summit of European leaders.
