According to the decree, foreigners can acquire Russian citizenship if they sign a contract to serve in the Russian army or in “military formations” for at least one year. Family members of military personnel, including spouses, children, and parents, can also obtain citizenship.
Russian forces have long recruited foreigners into the war against Ukraine, both by recruiting them abroad and enlisting illegal migrants. In September 2022, Putin signed a decree simplifying the acquisition of Russian citizenship for a one-year military service contract. Foreigners will no longer be required to provide a residence permit, live in Russia for five years, or complete three years of service under contract.
In November 2022, Putin signed a decree allowing foreigners to serve in the Russian army under contract on an equal basis with Russian citizens. By the summer of 2023, police raids targeting migrants began in Russia, registering them and mobilizing them.
