This is stated in the response of the mayor of the capital Vitali Klitschko to a petition requesting to cancel the stoppage of on-ground public transport during air raid sirens.
The author of the petition, an expert in the field of transport Oleksandr Grechko, replied in Telegram.
Klitschko’s respond states that the decision to stop transport was made by the city’s Defense Council, which is not a body of state power or local self-government, but “a collegial body in a special period, whose activities are regulated by special laws.” Therefore, this body is not subject to the law “On Appeals of Citizens”, and the Kyiv City Council has no influence on its decisions.
“The decision of the Kyiv Defense Council was adopted taking into account the assessment of the current and projected situation, and therefore it will be reviewed only on the condition of its significant stabilization and the receipt of relevant recommendations from the State Emergency Service of Ukraine,” Vitali Klitschko noted.
