A procurement agency will be created at the Ministry of Defense of Ukraine to handle all purchases except for weapons.

This was stated by the head of the Office of Change Support at the Ministry Yulia Marushevska, during a press conference.

“The first project is procurement reform, which concerns exclusively non-lethal items. As a result of the launch of this project, a procurement agency will be created to help separate the functions concentrated in one department in the ministry. This includes policy formation, norms, rules of the game, how buyer-seller relationships should function, and how procurement should function”, she said.

She noted that the agency will employ “people who have experience in making transparent contracts and can analyze the market, provide an opportunity for the best Ukrainian suppliers, and possibly global ones, to enter this market and provide services to our army on the best terms”.

She added that the Office of Change Support is an advisory body at the Ministry of Defense whose main function is to involve professionals and experts in the transformation processes at the ministry and all related structures. Currently, according to her, an analysis of critical projects is underway.
