In Ukraine, there are corresponding databases where information about all identified Russian military personnel is stored. There is also a separate category called "potentially suspected" of war crimes, which includes tens of thousands of Russian soldiers.
This was revealed by the head of the Department of Counteraction to Crimes Committed in Armed Conflict of the Prosecutor General’s Office, Yuriy Bilousov, in an interview with “Interfax-Ukraine.”
He also mentioned that Ukraine is investigating the involvement of each prisoner of war in war crimes. 386 occupiers are suspected, and charges have already been brought against 225 of them and 54 Russian soldiers have been recognized as guilty.
“Not all of them committed war crimes. It is also essential to understand that crossing the border by military personnel during armed conflict is not a crime according to international standards. Out of the 54 verdicts, 15 are real, not in absentia. Typically, these are low-ranking military personnel, privates or lower-ranking officers, as the generals do not fall into our hands during battles, although they do die here, fortunately for us”, said Bilousov.
However, if the guilt of a captured Russian is recognized, they are kept separate from other prisoners because “their life in the detention center will be short”, according to Bilousov.
Meanwhile, as the official from the Prosecutor General’s Office added, law enforcement officials suspect 674 individuals in connection with the crime of aggression. This includes the top military leadership of Russia, and the cases are being considered in absentia. There are already 20 verdicts against State Duma deputies of the Russian Federation.
It should be noted that the Security Service of Ukraine has gathered evidence of guilt against 91 more State Duma deputies who supported the full-scale war against Ukraine. 18 of them have been sentenced to 15 years in prison, and charges have been sent to court regarding the other 73 Russian deputies.
