Procurements for the Ministry of Defense will be divided into two groups. The first group will include procurement of weapons, equipment, and other defense-related products, and information about these procurements will remain classified. The second group will include procurement of food for the Armed Forces, and information about these procurements will be made as transparent as possible.

The Prime Minister, Denys Shmyhal, stated that the procurer will now publish announcements about such procurements in advance, and these announcements will include information about estimated volumes, terms, and delivery conditions.

Reports about procurements will also be published in the electronic procurement system if they were not made through the system.

Taras Melnychuk, a representative of the government in the Verkhovna Rada, explained the process for determining the subject of procurement when purchasing food products and catering services for the Ukrainian Armed Forces. He also listed the information that must be included in the announcement about procurement.

It is now possible for state procurers to purchase goods, works, and services (except for procurements of weapons, military and special equipment, ammunition and their components, and services for the development, repair, modernization of weapons, military and special equipment, ammunition and their components, which constitute state secrets) through simplified procurement procedures defined by the Law of Ukraine “On Public Procurement” in the electronic procurement system, according to Melnychuk.

It should be noted that on January 30th, Prime Minister Denys Shmyhal announced that Ukraine planned to develop a new system for controlling procurement for the military.
