The law on ethical lobbying aims to regulate the activities of lobbyists and promote transparency and accountability in public administration.

This was announced by MP Yaroslav Zheleznyak from the “Holos (Voice)” party.

The bill establishes terminology, rights, duties, and methods of lobbying. It also creates a Transparency Register to be maintained by the National Agency for the Prevention of Corruption.

309 Members of Parliament voted in favor of the bill, while 10 opposed it, and 10 abstained. Yaroslav Zheleznyak, a Member of Parliament from the “Holos” party, mentioned that he did not vote for the bill but plans to submit amendments for the second reading to regulate the political influence of various representatives and advisors to the Office of the President.

He added that the adoption of the lobbying law is one of the requirements of the EU, although such a law does not exist in EU countries.

In 2022, Ukraine was granted candidate country status for EU accession. At that time, the European Commission provided Ukraine with an action plan to start negotiations on accession. It includes a series of reforms and laws that Ukraine needs to adopt.
